About the Shame wall, I think it is a great idea and it can avoid repeated stealing by people who are not ashamed and where police could not do anything .( I have seen this happening in the same shop by same person stealing a bagful of readymade shirts and pants on the CCTV footage) when I worked in the Security industry.
