In July, 1974 the Federal Communications Commission gave authorization to the Belcourt School District to operate a non-commercial, educational broadcast station in Belcourt. See more d at 88.5 on the FM dial, operates at 19,000 watts serving 20,000 people with an effective radius of 60-100 miles, which crosses into Southern Manitoba. In July 1995, KEYA received authorization for a transfer of the Broadcast license to KEYA, Inc. KEYA-FM is located on the Turtle Mountain Chippewa Reservation in Belcourt, North Dakota. Its format is primarily country music, with public affairs and headline news from NPR. KEYA-FM has tremendous potential to enhance existing programming and services to its signal area. The results were in response to the following market conditions: 1) The need for communication between the Reservation and surrounding communities 2) No local non-commercial radio station within a 100 mile radius 3) Cultural education for communities within the listening area 4) A source of entertainment, and information The main goal of KEYA was to unite the people of the Turtle Mountain Chippewa Reservation and surrounding communities, by providing entertainment, education, news and community information. The majority of KEYA’s finances were provided by the Belcourt School District. Other revenue was provided through Underwriting, and grants from various foundations and organizations. In 1985, KEYA began a yearly pledge drive to raise necessary funding. KEYA added gaming ventures to their fundraising in 1990, starting with Big Stakes bingo’s, and currently a weekly bingo game 1 time a week. This venture was very successful in generating and increasing revenue, but was not effective in achieving profitability. The main reason for this was the lack of successful proposal writing, not aggressive enough in getting underwriting sales. Our fundraising expenses were not included in the expense budget, and these expenses were not originally forecast. KEYA-FM has tremendous potential to enhance existing programming and services to its signal area. To maximize that potential, the Koahnic training center offered KEYA management consulting & training in the fall of 1996 & 1997 to support many areas of station development. Through the Master Trainer project, the staff received training in the following areas: • Leadership Development and Team building skills • On-air Fundraising and membership • One-on-one station air check critiques • Program Director consultation • Management Development Plan • Development of KEYA station manual • Digital Audio Production The majority of the KEYA staff have many years of broadcast experience. The biggest turn over rate in staff is in the volunteer announcers. We believe that since KEYA is an important part of our community and, has survived for the past 34 years. We will continue to work even harder to ensure that KEYA has sufficient finances to operate. Throughout the years we have run into financial shortfalls, but have always managed to pull through. Although the funding from the Corporation for Public Broadcasting is dwindling down each year, we have managed to make up the loss of revenue. With careful planning and monitoring of our budget and monthly expenses, we will be able to insure the finances and expenses stay in line with our budget. We have new staff personnel who are dedicated, eager, ambitious, and aggressive. We are now able to adequately address the areas we have targeted. We have adjusted our staff, received training, and redirected our programming. Enhanced and expanded our underwriting, and have made changes that are necessary to meet the needs and expectations of our listeners.
