all this money and people are still buying bottled water. I'm working a survey as we speak to see just how much water they are buying because the water tastes and smells bad. Isn't that bond payment on the tax roll?

I have asked 3 times since 12/7/16 for the contract paperwork and have not get it as of today. The city stated that the water treatment plant came in on budget and on time but the bond was 100 million and not 65 million. 35 million dollars is unaccounted for.
