Founded in 1992 as WEOU, it is owned by Radiant Life Ministries, Inc. WRAY is affiliated with TCT Television Network, a Christian inspirational channel based on evangelism to a world-wide audience, education of the gospel, entertainment based on family-friendly programs and enhancement of the relationship between local churches. TCT produces many of its own inspirational programs, while also showing syndicated classic television shows. WRAY's channel is multiplexed, with four subchannels: 30.1 has TCT programming in standard definition; 30.2 airs TCT programming in high definition; 30.3 broadcasts TCT Family programming, and 30.4 shows TCT La Fuente, with Spanish-language programs. In addition to TCT's program, WRAY also broadcasts local church programs and public affairs information. WRAY used the call sign WEOU from 1992 until 1995. As WEOU and then as WRAY until 1997, it was an independent station. From 1997 until 1998, it was affiliated with GSN; from 1998 until 2006, it was a Shop at Home channel. It became an independent station again from 2006 until 2010.
