The NBC was established in line with the mibian Broadcasting Act, Act 9 of 1991. In terms of this act the NBC is a juristic ... See more person. Its main source of funding is an annual state subsidy. Other sources of income are the sale of air time and programs, the issuing of yearly television licenses and the renting out of transmitters. Being a recipient of state subsidies, the NBC is accountable in the first instance, to its line Ministry, the Ministry of Information and Communication Technology, and in the second instance to the mibian Parliament, which in turn represents the mibian people. The Ministry of Information and Communication Technology tables and accounts for the NBC's budget in Parliament. In accordance with the Broadcasting Act, the NBC has to submit its fincial statements and accounts for auditing by the office of the Auditor-General on a yearly basis. In addition, each year before the tabling of the budget in the tiol Assembly the NBC Board has to furnish its line ministry with a report on its work during the previous fincial year, together with a balance sheet and a complete statement of its revenue and expenditure for the preceding fincial year. The affairs of the NBC are supervised and controlled by the NBC Board of Directors. This board is appointed by the Minister of Information and Communication Technology for a period of five years. The NBC Board, in turn, appoints a Director General. This Director General, the chief executive officer, is a member of the Board; he is, however, not entitled to exercise a vote at board meetings. The Director General, as per the Broadcasting Act, exercises control and supervision over the other officers and employees of the NBC and performs the duties and functions assigned to him/her by the NBC Board. The head office of the NBC is situated in Cullin Street, Northern Industrial, Windhoek. The head office in Windhoek houses mainly the staff members of the following departments and sections: Human Capital & Organizatiol Development; TV Programs; News & Current Affairs; Engineering & IT; Fince & Administration; Marketing & Corporate Communications; Commercial Services; Project Planning , as well as the office of the Director General. The NBC Radio building is located in Pettenkofer Street, Windhoek West. This building contains the offices and studios of six NBC Radio Language Services, mely Afrikaans Service, Damara/ma Service, German Service, tiol Radio, Otjiherero Service and Tirelo Ya Setswa, as well as the Windhoek based representatives of the regiol stations (except !Ha Radio). Four NBC Radio Language Services are situated in the regions, mely !Ha Radio in Tsumkwe, Lozi Service in Katima Mulilo, Oshiwambo Service in Oshakati and Rukavango Service in Rundu. The regiol stations are also equipped with staff from NBC Engineering & IT and NBC News & Current Affairs. The NBC furthermore has three Contribution Centres, mely in Otjiwarongo, Walvis Bay and Keetmanshoop. The Contribution Centres are smaller in size than the regiol stations and house fewer employees. NBC TV currently broadcasts on a 24 hour basis, as does NBC tiol Radio. The other NBC Radio Language Services broadcast as follows: Damara/ma Service: Mondays to Fridays from 05:50 to 24:00; Saturdays and Sundays from 05:50 to 21:00. !Ha Radio: daily from 06:00 to 21:00. Oshiwambo Service: Mondays to Fridays from 05:50 to 24:00; Sundays and Saturdays from 05:50 to 21:00. Lozi Service: Mondays to Fridays from 06:00 to 24:00; Saturdays and Sundays from 06:00 to 21:00. Tirelo Ya Setswa: Mondays to Fridays: 06:00 to 24:00; Saturdays from 06:00 to 22:00 and Sundays from 06:00 to 21:00. Afrikaans Service: Mondays to Sundays from 06:00 – 21:00 (live); Fridays & Saturdays all-night music from 21:00 to 06:00 the next morning (automat). German Service: Mondays to Fridays from 05:55 to 21:00; Saturdays & Sundays from 06:00 to 21:00. Otjiherero Service: Mondays to Fridays from 06:00 to 24:00; Saturdays and Sundays from 06:00 to 21:00. Rukavango Service: Mondays to Fridays from 06:00 to 24:00; Saturdays and Sundays from 06:00 to 21:00. The NBC maintains over 50 transmitter stations throughout mibia which in turn house over 260 transmitters. Approximately 94% of the mibian population is reached via NBC Radio and 64% of the population has access to NBC TV.
