SCAN serves the Seattle and King County communities through Public Access TV, by providing equipment, promoting media literacy, media justice and community dialogue as an alternative voice for individuals, the community, civic, public activities and expression. SCAN also provides classes, workshops, skilled professional support, program promotion and community resources to help individuals and organizations create and distribute their programming on air. SCAN is working to be a leading sector of the Seattle and King County digital "commons", where every voice has value.
The City of Seattle has a Franchise Agreement with Cable Operators, including Comcast of Washington IV, Inc. and Comcast of Washington I, Inc. and Millennium Digital media Systems, LLC, which require such Cable Operators to provide certain channel and resources dedicated for use by the public.
The Franchise Agreements between the City and its Cable Operators allow the City to appoint an outside entity to act as Designated Public Access Manager to manage and operate the Public Access Channel.
SCAN is the Designated Public Access Manager to provide public access services, training and outreach, and programs on the Public Access Channel on a City-wide basis.
SCAN is broadcast on Comcast 77/Broadstripe 23 and streamed live at www.scantv.org
