why can't this network run The Mentalist in the time slot it says, my DVR records it for the time 9-10pm CST. yet the recording includes 10minutes of end of The Good Wife then commercials, then at about 9:14pm actual beginning of The Mentalist starts. Then at 10pm the DVR stops recording, so I miss the last 10-12minutes end of The Mentalist. This has been going on for months.

Maybe you should interview the manager of the Home Depot store. Another station reported that he kept abreast of weather and about 8:30 cleared the store of customers and sent his staff home. Probably saved some lives. No mention at all on your station!
