SUBJECT: Low Income Energy Assistance Program

Beginning December 1st, Duplin County Department of Social Services will begin accepting applications for the federal Low Income Energy
Assistance Program (LIEAP). Director Eric Bush advised that changes have occurred in this program for vulnerable individuals and funds will no longer be distributed as it has been in the past to all eligible recipients of the Food and Nutrition Services program.
Director Bush reported that between December 1, 2011 and January 31, 2012 the target population for LIEAP will be households with individuals age 60 and older and disabled individuals who are receiving benefits in the form of SSI, Social Security Disability, Veteran’s Disability, as documented by federal or state programs. The household must also be below 130% of the poverty level. For a household composed of one person, the countable income must be less than $1,180 per month; for two persons, this must be less than $1,594 per month.
Another change is in distribution of these funds. Beginning in December, payments will be made directly to the vendor of the heating source whether electric, LP gas (propane), natural gas, fuel oil, coal, kerosene or wood. The amount of these payments will be between $200 and $400 depending on the heating source.
It is estimated that Duplin County Department of Social Services will be able to assist about 295 households with the funding available.
Mr. Bush stated that if any funds remained after January 31st, households with individuals under the age of 60 and not disabled would be considered for assistance from February 1, 2012 through March 31, 2012, but that they would need to meet the other eligibility requirements.
